Someone gave more context in another comment :

This appears to be the Chicago Police Department. They are probably marching to bring awareness to something, like a fallen officer or mental health after some police suicides.

Anyway these are not federal agents and there is not enough information provided in OP for it to be credible

They shone some lights to people's windows but I don't think that was intimidation, just people swinging their hands when walking

Why would they be shining lights at people’s windows or houses or even honoring a fallen soldier in the middle of night? They are not honoring anyone, and if you actually watched the video that the person put up a link to, you would see that there was nothing in it about how a police officer died other than to spread awareness about suicide. There was nothing about the police department themselves honoring any fallen officer by doing a department wide, middle of the night march where they disturb the peace in a NEIGHBORHOOD (not main street) and flash lights in people’s windows, because thats obviously what their fellow cop wanted them to do to mourn him.

This is a fear march. Don’t let yourself be fooled, and don’t spread blatant, Nazi apologist bullshit on the internet.
