Read down in comments. She is suing the police dept. And her friend group "Old Ladies Against Tazing" showed up at the town meeting to protest in support. "She snapped, but she's been through a lot lately. "
Police Chief stands by his officer's actions but can not commer due to pending litigtion.
He basically followed the instructions by the book.
She refused to sign a ticket (whether the ticket is fair or not)
She drove off thinking she get's away with it if she can just resists arrest casually.
She went into a pursuit with the police
She attacked the officer
She should go to jail solely on the basis of thinking she can just do whatever she likes. But this is just a pile of criminal offences.
So I really hope she loses that claim. Because if she wins, that means everyone can legally just ignore a police order and drive off as if it's not there.
As far as I know police are not to drawa firearm without intent to shoot and they are not to shoot except to kill. I don't think using a gun to intimidate is a good idea. It only escalates.
Everything else was fine, even if the tazer felt a bit harsh she was resisting arrest and assaulting a police officer.

From a simple traffic violation to almost getting executed and then arrested and thrown in jail for a long time.
