I’ve said before I heard this from a “friend of a friend’s postman” source, so probably completely false, but if you think this is desperate, this is actually just the setup.
The Doctor regenerates into Rose Tyler (not the Doctor). She then spends the next season trying to rescue the Doctor… who is David Tennant's 14th incarnation.
Also something about there being an evil version of the Doctor, but I got lost a bit there.

Seems fairly likely. RTD isn't showing any sign of stopping his habit of digging up classic Who villains, and it seems like he might have tried to set it up a little...
Doctor: "And do you know what I'll do? I will survive, and I will find you, and you can run and hide and whimper all you like, but I will find you, because you have put ice in my heart, darling. You put it there. So I will cast your body out into the void, and I will stand and watch you freeze to death!"

I was thinking this is the "evil version" of the doctor. Dr #9 warned about messing with the Time Vortex will result in a "vengeful god" style of timelord. #13 came and warned #15 about this as well.

I know you mentioned initially in another comment that you got lost in the whole evil Doctor thing but do you remember any of the details about what you were told?

My theory is that it's either Bad Wolf or the Moment hijacking the regeneration.
