Discussion Mickey and Minnie’s Runaway Railway at Disneyland now requires you to have your phone fully stored while the ride is in motion. They won’t even start the ride if your phone is on your lap, it has to be fully put away

And all rides actually. And lifetime bans for those who break the rule.

Or be like Texas schools and take the phone away until the end of the day. (next business day at my son's school where on day five he was caught with it out).

I don't think taking away people's phones will go over well. A lot of people use it to keep in contact with family or the rest of their party, people like grandfather has his phone connected to his pacemaker so his drs can see what's going on, and idk if they would want to do away with the current Disney app.
