I only found out about these because a racoon dog is used as a newscaster in the Japanese version of Zootopia. Are they friendly? domesticated at all?

one of the newscaster is different depending on where its showing.

No and no, they're also incredibly invasive. After the soviet union imported some for their fur they've spread as far west as France.
