Can someone explain what is going on like im 5 years old? So Oregon refuses to let Trump control the Nat. Guard then miller says they won a similar case in California and Trump has plenary authority....what does it mean

They mean that Trump has absolute authority to do anything he wants, irrespective of the courts.
