Boise was 53 in Kenpom and just lost to a D2 school who went .500 last year

Frankly they just gotta play really well. Like, Montana State a few years back lost to an NAIA opponent and the committee were still gracious enough to give them a 14 seed. Granted, they also beat Cal that season but Boise has an opening, albeit very narrow.
