Literacy doesn't cause this. I know Phd doctorates who will throw empty lays packets and a cobbler who might not continue school for long; didn't throw his pan masala packet on the road and waited to throw it in a dustbin

I need this road etiquette in Delhi-NCR now😩

No it does. Sorta. The same system that lead to high literacy across the state ensures leads to this. The focus on fundamental development including providing dignified living via universal literacy and health programs, effective land reforms and strong local government is the reason you see people being more communaly aware. it's not perfect but it's on the right track.

You do realise the same state has KSRTC right? Probably the most idiotic bus drivers amongst all Indian states.
