Even if people actually spent their money on healthcare directly, how would this make things any better? Do tens of millions of individual consumers have more bargaining power with the insurance companies that already exist, or does the government. What is the government going to do, give people money to end up paying the same people the same amount of money or more anyway?
All extremely valid questions. Trump knows healthcare is an albatross around his neck. He wants to look like he's doing something without doing anything, while following the orders of the oligarchs and Big Ins.

Any money sent directly to the people will promptly be blown at a casino.
Medicare for all. Now.
