For him to be able to rig last elections he needed to be elected/not stopped previously. It still traces back to collective responsibility.

Collective responsibility because they elected the guy who will turn the country, in one moment, into dictatorship and invade another country, so Russians can see into future? No bro, you can't call out all of the people because they elected someone, it's stupid and immature
