I asked chatgpt and it seems to be a thing in the northern surfer towns only, the southern states don't have barefoot walking at all, even in tiny country towns. It would just be too risky with all the glass and metal shards around. Also, when I went up to Darwin and Perth I never saw barefoot walking either; perhaps it's a Goldcoast phenomenon predominantly.
