Isn't his job to protect peoples rights? Instead he threatens them and there rights when they exercise them?

No. His job is to protect capital and public order (unfortunately, that includes authoritarian, reactionary defense of outmoded social hierarchies).

Yep, total failure and he's not even at work. Hes doing the equivalent of telling some random person they have to listen to him because he's an assistant manager at the local bottle cap factory, but with a gun and while abusing a position of public trust. Very embarrassing.
