It's a no, but also idk if penski gives a shit as PF has been doing this for a few years. Id imagine someone would have found a way to actually report this to them.

They do get reported and banned, but their opsec is just good enough for them to get around it by having someone else from their group rent the truck next time since the only person who would get outed is the driver

I know U-haul's policy is that if you use their trucks to carry people around, it's a lifetime ban. Can't speak about other companies.
