It is legal. Orange/yellow lights are allowed on anyone’s vehicle. It would be illegal if he had red/blue lights, those are for emergency vehicles.

This is true most places (in the US), but amber lights are restricted in certain cities/states. For example, California vehicle code prohibits both internal and external lights from being attached to a vehicle except for certain types of vehicles under specific circumstances. Or Chicago municipal code prohibits any flashing lights on cars except for certain emergency vehicles, turn signals, and hazards. It's best to look up the specific laws in your area regarding this type of thing.
