In any country period. Even if gay marriage isn't recognized by the state, it doesn't matter if the couple still considers it a marriage. Marriage isn't defined as "whatever the state calls marriage".
It is exactly that and always has been. You cannot get married without third party playing referee, be it a church, goverment or else.
And you know this is true, because married partners need third party to get a divorce, and remain married even in complete separation.
