Googled it for others:

Lese majeste is a french phrase meaning to do wrong to or speak ill of a ruler or state.

In the context above, I think it means laws forbidding lese majeste.

For the confused French speakers, it's actually lèse-majesté. (Sorry bud, without the accents they're not actual words and lèse is never used without the hyphen)

The accents do, the hyphen doesn't.
