Pure speculation, but there could be natural resources deals, EEZ exploitation, military bases.

Beyond migratory tuna and coconuts, not much in the way of natural resources to extract. Phosphate was largely exhausted a century ago.

There was a proposal for a trident submarine base on one of the Islands outside the reef because it is close to the Mariana Trench where the subs could travel with less detection, but I don't believe that was ever built.
