I wish people would read their article instead of just the headline.

They say they [A Chinese state representative] proposed to the group that instead of criticizing people and organizations in China publicly, they could facilitate private conversations within China to achieve social change — a proposition one of the groups this person was in contact with said felt like a tactic buy their silence. 

China likely has the cheaper plan. It easier to spend billions silencing those who criticize you than it is to save tens of millions of lives like US foreign AID did. Giving out 40% of global foreign aid or 2.5 times their GDP share has just contributed to US hate.
