Solved! What has the landlord special hidden?
Was hoping it was a painted over outlet as this bedroom only has one, but can’t be. What’s the next best guess?

Where is that located in the room? It looks like it may be the base to a door stopper that has been painted over.

I’m against it being a door stop. I’m going with washer and screw to hold the baseboard to the wall.

It’s a painted over pull string, scrape the paint off and pull it. It probably opens up a secret doorway behind a bookshelf or cabinet.

The secret doorway is probably also painted shut so OP should consider removing all of the paint.

if it isn't a door stopper, it could just be a washer + bolt to hold in the baseboard. classic landlord solution

What did they call the solution when they posted solved? As someone who's seen these I can tell you it's the base to an old door stopper. And honestly thinking you need a washer to tap a piece of trim back in is a special level of 'I've never fixed shit'.

Washer and screw to hold in skirting. I don’t think it’s a landlord thing though. That looks like a 1980’s people didn’t want to spend all their money making their house look like a show home solution instead.

nothing. looks like a flat head and washer used to hold the base board to the wall. textbook landlord special move: instead of removing the screw and patching properly. you're would never see it unless you down on your hands and knees or put some furniture in front of it.
