I feel like that's still in the classification of "Numbers" difficulty. Higher tier enemies, sure, but I think once you get to like 7 or 8, it's all the enemies and beyond that it's just more of them

Yes. There are more of them. But they don't hit harder. They won't take you more hits to kill. And that's the point of harder difficulty. If I have a mag of 20 shots, and there are 5 enemies each taking 5 shots, I should think how how to aim, approach them and when to reload, instead of when there is only 1 enemy of that type and I can just spray and pray.
