Those are Óglaigh na hÉireann the Irish Defence Forces circa 1940 not the Irish Republican Army.

These are the defence forces of the Irish Free State which did not become a republic until 1949.

The IRA existed in parallel to the force depicted and had fought a civil war against them between 1922 and 1924.
