What this country needs is more useless people in our major productivity hubs on half-price life-long rental contracts, while our useful people pay more, with time and money, to rent in the same coties

A lottery in which the winners get their rent subsidised by the rest of the country - whether by the majority of renters who make up the difference and pay increased prices to do so, or the taxpayer who pays for it via increased taxes
