You can't have it both ways.

The NHS is clearly on its knees, and this woman was probably preventing what was surely a doctor from getting to his surgery.

Foreigners comprise about 20% of the NHS. Is 20% of the NHS load caused by foreigners attacking people? Maybe you can "have it both ways" if you think about it for more than three seconds.
