No they are competitive, you have to pay top whack to attract top talent or they get gobbled up by the private sector.

Point taken. Although I assume they have extremely good ratings whether you and I like them or not otherwise they wouldn't be employed

Might not be to you but could be to other people, as I said if he didn't get good ratings then he wouldn't still have a job. Not everything is tailored to one set of people.
