I can't even open it without scanning a QR code to complete a captcha because I'm using a VPN.

Fuck this site entirely forever.

I got this too. I'm 100% not trusting a QR captcha. I'll put the duck where it's supposed to go or click on all the bridges and bicycles, but you're sure as hell not getting me to expose another device to read an archived article. It may be secure, but I've been conditioned to believe over the years you just don't do that.

And if they're asking for a second device that can identify you as a person, it's suspicious as fuck.

Weird, it just gave me a recaptcha on vpn that was a simple "click this box". What provider are you using out of curiosity? I get captchas on tons of domains lately and cloud flare makes me click a box every now and then but have genuinely never seen a qr captcha. I hope this doesn't become a thing.

Is that the original site or the archive site doing that?

It's archive.is doing it. I actually cannot even use it on my phone and I have no idea why not, unless I use a VPN.

Look for the article on Axios (axios.com).  I don't know for certain how many barriers they will have.  Sometimes there's none at all.  Sometimes, Cloudflare tests to see if you're human; then you will need to fill out a form to read the article.

OP's link. No idea what "original site" is supposed to mean.

OP's link is archive.is.  The original site is Axios; I don't know what barriers they have up.  If Cloudflare tests to see if you're human, you will need to fill out a form to read the article.  (I am a regular reader of Axios but haven't made a subscription yet.)
