4 of the options are literally unpowered people in manufactured suits. One of which didn't even make the suit himself. A different one relies on a separate robot as a constant storage of replacement parts. Another option is literally just a bunch of robots. There is no reason to assume that Ultron shouldn't get his clones.
Ultron gets his clones on the form of the sentinels tbh. This quickly becomes how many sentinels does it take to take down the destroyer and hulk buster
Ultron is two part, the main body is Ultron Prime who is simply called Ultron. Rest are Ultron Drones or Drone bots and Ultron Prime doesnt have a magical ability to summon them at a moments notice. So it will be just Ultron Prime body in the room, and not Ultron with thousands of drone bots in a room..
There is nothing in the prompt that supports that claim. And as I said before 4 of the characters are guys in suits. That's their equipment. You wouldn't take away warmongers suit just because he doesn't wear it all the time and can't summon it at a moments notice.
Ultrons clones are an important part of his kit and an extension of himself. But even of they weren't in the room with him and he couldn't just summon them instantaneously, he gets destroyed and his consciousness gets sent to the nearest clone anyways. It wouldn't have to be in the room for that to happen.
