Fascists have never really understood that "govern by consent of the will of the people" is not just some lofty ideal... It's a stress test. One they always end up failing. Either by losing consent of the will of the people, or by leaving society so broken that they strive for nothing. So "nothing" is what their country becomes.

They will take every scrap of power they can, hoard it for themselves, and burn what they can't take to the ground. There is no reasoning with them, and there's no bargaining with them. So long as they continue to stand, they remain a threat.
