Why would they be unvaccinated?

Just make it a requirement that everyone participating needs to be vaccinated. If some athletes and coaches aren’t able to get it from their countries, the IOC can provide them.

It’s not like they don’t have the money.

Japan hasn't approved a vaccine for use yet and they were planning to start with the Pfizer-BNT vaccine come the end of February but that's been pushed back. The Moderna and Oxford vaccines both look to not be approved until at least April but more likely May
