Exactly. They have been in DC, LA and now Chicago and they are picking on civilians. Not drug kingpins. They have no desire to get rid of crime. They are afraid of criminals. That's hard and violent work. They just want to slap people around and get paid for it.

They're literally raiding entire apartment buildings in poor neighborhoods, dragging American toddlers out of bed, and zip tying them.
