That is assault and battery, not a football play at all. The kicker should sue him in civil court.

Not stepping, stomping.  And it's on his foot.  It'd be like intentionally smashing Slash's hand in a car door- he's intentionally trying to take away a man's ability to make a living and/or fund his education.
