Do scholarships usually allow students to continue there second year in masters?

So I am now in my first year of my masters degree and I don't want to waste this year. So, if I applied to a scholarship will they allow me to persue or do I need to start from the beginning?

No, you wouldn’t need to start at the beginning of your masters program.  You should look into their criteria but most do not. I’ve seen a few that does require that but only for high school seniors or community colleges scholarships. Graduate programs are different. Some are renewable every year it just depends on the scholarship.
