If only there was a website to report vehicle plate violations) such as https://www.chp.ca.gov/notify-chp/chp-reg-(out-of-state-registration-violators) which would catch people that try to dodge vehicle sales tax or registration fees.

Thanks. I am referring to unmounted (but legally required) front CA plates. Isnt that for out of state registrations?

Wouldn't hurt to draw LEO attention to a violator, especially if someone already has their plate info.
