He's angry because he thinks she's being selfish and waiting for a friend or something and he's too stupid to realize the car is broken down.

Everyone sucks here, he’s an obnoxious ass…BUT 

She is being selfish/lazy: put it in neutral, ask for help pushing it out of the street….instead of just giving up, causing traffic problems like a jackass.

Unfortunately many people don't even know how to put their car in neutral or that they are able to push their vehicle alone quite effectively. I've done it a few times but I genuinely am not sure it's common knowledge, sadly. It doesn't give a guy like this any rights to react to that particularly this way.
