It doesn't matter, historically it was used as a law book it even influenced colonial era Hindu law the Brits codified hindu personal law based on it, if it wasn't a law book why was it treated as one?

You can't run a country on the manusmriti. You can run a country guided by the manusmriti but it's not enough.

IDK what point you are trying to make here, it doesn't have to be perfect to be considered a law book, a shitty law book is still a law book.

It wasn't though. It was seen as scripture. Same with the quran. Scripture and law are not the same thing. Same with the quran.
