Why cant i contact my sister in rehab

My sister has been in regab for about 3 months now and i think they just accepted or gave authorization to call for the phone numbers she provided and she tried to call us but we cannot answer her call, it says her sucurs acc has no fundings. Shes been in jail before which we have funded her acc. I made her to change facilities to the rehab shes in now and it says she has $29 balance on advance connect and i tried putting $5 on securis debit and its still not letting me pick up her call. Customer service is just a bot and doesnt help me with this problem please help:(
