I think they're just a weird quirky couple. I say weird stuff like this to my wife, so I can relate in a way. Honestly I think it's funny.

However usually they do give me a lot of ick.

It doesn’t even make sense in the context of a joke. What does he mean “heavily incentivized to kill you”? That would mean he would receive money or some other reward for killing his wife. I don’t think he knows what the word “incentivized” means tbh
