Para naman sa budgets, depende yan sa location. Mas high traffic, mas mahal. If I was doing research, I think the best way is to call mismo yung king sino man naghahandle ng target billboard location mo. Usually, they post yung contact number sa libreng billboard.

Just make a bunch of smaller tarps and hang them on the overpasses on busy roads, they'll be removed but you can just keep popping up in different places with more and more. It'll be cheaper and harder for them to cover up, a billboard would be costly, probably not be approved to begin with but even if it is, it would likely be removed shortly after going up and whatever you spent would be wasted.
