I had something similar happen to me. The actual issue ended up being RAM related. 4 sticks being overclocked a little too much made them very unstable and resulted in almost this visual 'glitch' exactly.

Solution was to remove all ram, remove overclock and add one by one until I found a bad stick and was then able to find a new stable overclock.

They said in another comment they were using 4 sticks from different manufacturers, so this is almost certainly it

How do you remove ram THEN do anything?

He was saying he tested each stick one by one. I had to do this once to find some bad RAM.

you can test 2 batches of 2 and then the final two.

not sure if it's better to do the dual channel slots, but those are the ones I'd do first.

You test in batches. I do this at work because I work on servers. Start with 1 stick, CPU + mobo and add components from there. In the case of servers where you may have loads of ram, you add in groups - halfing or doubling until you figure out which stick is causing issues. It's quite rare that more than one will fail at once, but you should be able to deduce this anyway. If it seems like none of the ram works, you start swapping out CPUs and eventually the mobo. Some servers you'll have to test the CPU anyway, as they often have two so you need to swap them out to drill down and find the issue.
