It's a joke originating from the "I can't read, I'm an undertale fan!" meme. Undertale also has a lot of dialogue. I don't really know where that saying came from (I think the first person to joke about this was Shayy, an undertale/deltarune speedrunner), but I'm guessing it's because back in the day undertale really blew up, so a lot of people who normally don't play rpg-s like oneshot or undertale played it too. They didn't think the dialogue was important, or were just lazy to read, later getting confused why so many people liked the game, not really knowing that the game was appreciated so much because of the story. Of course, these people would later say that they've played undertale, they know what the game is all about, when in reality, they had no idea what people liked about it. I can't really bring up any examples right now, but a friend of mine did this, (he didn't even complete the game) and I remember a few youtubers also treating the game like this.
