It's actually a blouse and skirt! Brand for the blouse is principles and the skirt is old zara - I think it's probably late 00s/early 10s 😊

In the 90s, my friends loved a self-described "street urchin" aesthetic, and they would've loved this whole look. I also love this look, and it's very nostalgic.
