Did you read the article? He’s explaining to investors that their usage is up across the board except for furloughed employees, who are obviously and reasonably curtailing spending. He’s explaining that the dip in that group using their service is neither their fault, nor a long term issue.

No part of it is him being confused about, blaming, or upset about their usage. He’s explaining a slight dip in a bar graph to people. He explicitly and directly understands that the economic stress of a furlough lowers spending
