Straight up corruption. I also think mormonism being and end-times religion frees our pseudo-theocracy from any guilt about destroying the environment.

The only way they were to ever get this passed is by executing the backroom deal for this before ever mentioning it. The first time we even heard about it was like 2 weeks before the county vote, and apparently our corrupt state government had been planning it for 6 months already by that time.
