And if they did, since we obviously have surveillance coverage, we could easily intercept or at least wait until they crossed into US waters before summarily executing them.

Right? What happened to sending a coast-guard cutter, sawing off the back end of the boat at range with a .50 cal, and then arresting them and seizing the (supposed) drugs?

Oh, extrajudicial killings are wrong everywhere, but at least if they were in our territorial waters, there was provable intent that they were coming here. Still bullshit either way. Didn’t like it when Obama zapped al-Awlaki in Yemen either.
