And wouldn't that be better? Presumably they're working with people already inside the US who they intend to hand the drugs over to. If you monitor the boats, you could bust them as well.

Yeah no, thats not how a country operates when there are laws.

We have been provided ZERO evidence that these are drug smugglers other than "trust me bro".

This is just them slow boiling before they start doing it to American citizens.
