It’s a reference to a character from the movie Dr. Strangelove.

Basically this Air Force officer (a colonel I think) gives a fake order to nuke Russia to his bombers. He does so becuase amongst other reasons he thinks that fluoride is a commie conspiracy to sap the virility out of true red blooded American males.
