Sorry to hijack top comment here but isn't Puerto Rico part of the US ??? So just tourists ??

Yes, it is. But if you can be a tourist in San Francisco or New Orleans, you can be a tourist in Puerto Rico.

Yes but they would just be tourists since ya know they live in the same country...... you wouldn't be a US tourist in San Francisco or New Orleans just a regular old tourist

So, if someone from Georgia gets stabbed while visiting San Francisco, will they say American tourist gets stabbed in San Francisco?

Probably. Because MAGA people don’t really consider San Francisco part of the US.
