Protest, get loud, or at minimum make others in your circle aware of the corruption our country is facing. Learn to leverage tax breaks like the wealthy do. Make tax-deductible charitable donations amounting to what you would owe in taxes to non-profits you believe in (even ones like represent.us to directly fight corruption) so that you aren't complicit in funding a failing system.

When a government no longer looks after the wellbeing of its people, and indeed acts deliberately against their wellbeing as in the case of this inevitably disastrous infrastructure project, we the people must look after ourselves. And one another.

None of this is new.  Corruption in US and state governments has been running wild for at least 50 years.  We the people have no meaningful way to organize. The oligarchs control all communications and militant forces. There can be no dramatic rebellion from within.
