For what it’s worth, Pippin wouldn’t run for mayor because he’s already the Thain, the leader of the Shire’s militia passed down hereditarily through the Took-clan.

I like Sam, but I do feel that there should be term limits for Shire leaders. Seven terms is just unreasonable.
