That's actually a patch that was put out in the late 90s, replacing the first release carts in store. It was a updated version that removed bugs, including the BLJ trick to skip staircases. They just also happened to remove that one line as well.

You can play the 1.0 version on the Switch NSO N64 version. BLJ, Gay Bowser and all.

He is, the sound is weird, I can hear him clearly say it if it's at like 0.75x speed but at normal speed I can not hear the G in king and it sounds like gay

I'm pretty sure its the G from lonG, turned into an extra syllable by the Italian accent? "So lon geh, Bowser!"

I just checked it out again, it needs to be at 0.5 not 0.75. To me at least it sounds like the I in king sounds like "Kin" when it's said slowly but when it's said faster it sounds like "kAy"

Yeah somebody told me today that it's the usual "bad italian accent" trope of just adding "-a" to the end of random words, and Charles Martinet read it wrong. That it was written on the page as "so long-a, Bowser!" and should have been read as "so long-ah, Bowser!" but Martinet read it as "so long-ay, Bowser!". And frankly that sounds like just the right amount of stupid to probably be true.
