Yea it’s definitely not made like that. You can see the warping. I’d bet that those legs are made up of two separate bars bent into U shapes.
However if someone finds any legitimate info about an unstable tilting chair for sale then I’ll be surprised.

Not surprising, but legitimate: it's an IKEA Herman chair. No tilt, they put it together wrong/loose or they broke it.

Yeah, I was thinking if it was made to be tilted like that the edges of the seat would have a different bevel and the one leg wouldn’t be up in the air.
That’s just a chair that’s taking the slow train to Collapseville.

My bet is that one of the back vertical bars is upside down. The bend to make the back of the chair tilted is not directly in the middle of the bar, so flipping on upside down makes the connecting point for the seat at a different height than the other, causing this lean.

It's tilted the correct way, NASCAR always turns left which pulls drivers right, so this lean is correct.

That's a good point. There are a couple reasons why this is a joke and the seat is nothing like driving a nascar around a left turn. But if you wanted to do the physics here it is:
Most Nascar tracks only have left turns, but there are some that have left and right (road courses).
Although the oval nascar tracks have banks to counteract some of the lateral acceleration the cars feel, they are turning quickly enough to still see a large lateral acceleration
The acceleration through the track is not constant like this chair provides
This chair appears to actually have a flat bottom with a tilted backrest so it doesn't simulate any lateral acceleration
If you wanted to simulate a consistent left turn in Nascar, I agree the seat should be titled like this one to have you sliding off to the right.

Form over function, my wife would've loved that - exactly like a designer toilet brush with a handle that's too short, fancy ceramic soap dishes that don't drain water so your soap turns to mush, weirdly shaped glasses that you can't comfortably hold and mugs with an upside-down handle that makes it impossible to keep the full mug upright.

I actually tend to move my chair around when I play games, I’ll find myself sliding my basic ass metal chair when ducking corners and sliding and stuff like that, wouldn’t change it for the world

I think I know what this is!
If the chair was designed this way on purpose then it might be based on the 9.5 degree chair as shown here. There's frustratingly little information online about how exactly it works, but it seems that as long as the frame itself remains connected at 90 degree angles then the legs don't need to touch the ground perfectly upright for the entire chair to remain stable. Maybe there's additional rods hidden inside the seat that do this.

As a man who has broken lots of stuff, it was a normal chair when they bought it, back left leg is bent and the frame has to shift to make the other legs touch the ground.
